The statement isn't actually wrong, but the conclusion is silly. We will never find 100% of all fossil species.
I know this is an old comment, but after looking at that comic strip I'm not even sure what point they're trying to get at.
That is true...and really it's the super rare fossils that matter. Not only that but they show transition between different tax, an by finding the age of the strata they are found in, we can find out when they live and consistently determine that certain species didn't live in certain ages.
And suddenly this means allele frequencies in biological populations don't change across successive generations, and an observable aspect of population genetics suddenly no longer happens.
